After the care provider has been successfully enrolled and is approved as the IHSS provider, s/he will receive time sheets in the mail retroactive to the date of application. The IHSS program has two pay periods from the 1 st through the 15th and the 16th through the end of the month. Care providers will complete these time sheets based on the hours they have provided care to the IHSS recipient. Care providers and recipients will sign the time sheets and submit them to the county to process payments through the statewide Case Management, Information, and Payrolling System . Finding, Hiring and Working with a Provider
Our goal is to help you receive the medical treatment and care that you need, and assist in the process of helping you to achieve maximum medical improvement following your injury. The Public Authority manages a public registry that matches Riverside County Adult Services clients with a trusted in-home caregiver. To apply for IHSS, you can get an application from the Riverside County website or you can visit their office during business hours. The Public Authority offers free training to IHSS caregivers. A completed Health Care Certification must be received by the county prior to authorization of services. The Electronic Services Portal is a website that allows providers to take care of payroll needs online using a tablet, smartphone, laptop or computer .
Care providers may be family members, friends, neighbors or registered providers through the Public Authority. You must live at home or a dwelling of your own choosing (acute care hospital, long-term care facilities, and licensed community care facilities are not considered "own home"). In-Home Supportive Services is a home care program that prioritizes the safety of older adults, dependent adults, and minors in their own homes. Older adults and those with disabilities deserve the freedom to live safely in the comfort of their own home. You will receive an email notification with your login information. You will create your profile in the online Orientation system, also known as the Provider Enrollment Automated Registry System or PEARS.

To be eligible for IHSS, an individual must be Medi-Cal eligible or must be receiving Supplemental Security Income benefits. You are an Individual Provider if you have an eligible IHSS client to work for who has received a Notice of Action of Approval.

If a family member is currently taking care of you, they can apply to be an IHSS provider and must go through the IHSS application process. The Personal Care Services Program began in April 1993, and was the first IHSS program to obtain federal funding for recipients. PCSP recipients are eligible for full-scope Federal Financial Participation , and these Medi-Cal services are funded with 50% Federal, 32.5 % State, and 17.5% County dollars.
Adult Protective Services responds to reports of abuse against older and dependent adults in Riverside County. We are part of a countywide multidisciplinary team of legal and health advocates to provide community education and investigate reports of elder and dependent adult abuse. A limited supply of Essential Protective Gear, EPG , is now available for active Riverside County IHSS caregivers. If you need EPG, email include your name, recipient case number or provider number, and mailing address. Packets containing EPG are being mailed within 10 days of the request.
IHSS Riverside County: What You Need to Know
The In-Home Supportive Services program provides payment for non-medical in-home care for qualified individuals who are unable to remain safely in their homes without this assistance. The Department of Aging and Adult Services offer a wide variety of programs designed to help the senior, disabled , and at-risk adults in our county. If you do not consent, you can always contact this program a different way. If you are approved for IHSS, you must hire someone to perform the authorized services. You are considered your provider's employer and, therefore, it is your responsibility to hire, train, supervise, and fire your provider. You will be notified if your application for IHSS has been approved or denied. If denied, you will be notified of the reason for the denial. If approved, you will be notified of the service authorizations including, the number of hours per month which have been authorized for you.
PCSP recipients make up about 53% of the overall IHSS population. COVID-19-related supplemental paid sick leave for IHSS and WPCS providers has been reinstated. The COVID-19-related supplemental paid sick leave is available for IHSS and WPCS providers who meet the qualifying conditions to be eligible for this paid sick leave. CAPI provides monthly cash benefits to older and disabled adults who are ineligible for Supplemental Security Income/State Supplementary Payment (SSI/SSP) solely due to their immigrant status. As part of the enrollment process, an applicant provider must undergo and pass a criminal background check conducted by the California Department of Justice .
